The provisions of this article do not apply to any vehicle(s) or parts thereof which:
(1) Is completely enclosed within a building in a lawful manner where it is not visible from the street or other public or private property; or
(2) Is stored or parked in a lawful manner on private property in connection with the business of a licensed dismantler, licensed vehicle dealer or a junkyard; provided, such business is not unsightly or otherwise detrimental to the public health, safety or welfare. (Ord. No. 1215, § 4 (part).)
