Where determined by the planning commission to be necessary for public safety, the subdivider shall construct a suitable fence or wall. All walls and fences required pursuant to this section shall be completed prior to occupancy of buildings within any portion of the subdivision. (Ord. No. 1500, § 3 (part).)
